Background

Eugene M. Barker is a Boeing Technical Fellow at The Boeing Company’s Commercial Airplane Group in Seattle Washington. He is responsible for managing the company’s interfaces with Quality-related Industry Associations. He also leads Boeing’s corporate Quality System Process Action Team and is a member of the Boeing Enterprise Quality Process Council. Before transferring to Seattle in 2000 he was on the C-17 program and developed the quality management system that formed the base for that organization achieving the Malcolm Baldrige National Quality Award in 1998.

Gene is recognized within his company and across the aerospace industry as a visionary regarding quality systems. He led the industry Writing Team that drafted SAE AS9000. He chaired Working Group 11 of ISO TC20 that developed the international quality system standard for the aerospace industry (AS9100) and managed the International Aerospace Quality Group (IAQG) team that transitioned the standard into alignment with ISO 9001-2000. The FAA, DoD, the Canadian government, industry press, the SAE, the American Society for Quality and the Aviation/Space and Defense division have acknowledged his work.

He is the Secretary of the Registrar Accreditation Board (RAB) Board of Directors and is a Boeing representative to ISO TC 20 on Aircraft and Space Vehicles. He is a founding member of the International Aerospace Quality Group and past charter chair of the American Aerospace Quality Group. He is a Fellow of the American Society for Quality, a Certified Quality Engineer and a Certified Quality Manager. Within the society he is Chair of the Society Examining Committee and a past–chair of the Los Angeles and Lansing Jackson sections and the Aviation/Space and Defense division. He serves on the American National Standards Institute (ANSI) Conformity Assessment Policy Committee. He is a Senior Member of the Institute of Industrial Engineers and a Member of the Society of Automotive Engineers. He is a member of the President’s Quality Council at both the University of Alabama and the Columbia Gorge Community College.

In 1998 he received the Simon Collier Quality Award from the Los Angeles section of the ASQ for his contributions to the quality profession nationally and internationally.

Gene is a graduate of Northwestern University, Evanston, Illinois with a Bachelor of Science degree in Industrial Engineering. He was an Adjunct Assistant Professor at the University of Alabama in Huntsville and an Instructor at El Camino Community College, Lansing Community College and Golden West Community College.
